Vocational education and training - VET

In the past few decades, nearly every major organization has implemented competencies in some form to communicate performance constructs, expectations, organizational functions or even values. Yet evidence of the reliability, validity and utility of this kind of organization-wide, competency modeling, especially when employing single item measurement scales is sadly lacking. This paper explores competency uses, types, and measurement challenges related to implementing competencies in military organizations.

The Workplace Skills Assessment and Development process focuses on skills identification by looking to an individual’s past and present learning, and on skills development which has a focus on future career goals and future learning. This article provides guidelines that will enable the management of Companies and TVET Institutions to set valid and reliable controls in place with a view to have reasonable assurance that their workers / trainees / students are well trained, acquired the required awareness, knowledge, skills and attitudes, provided evidences, assessed, verified, proved to be competent and can effectively perform all tasks assigned to them, including Health Safety and Environmental Protection HSEP and Business Critical Tasks, up to the Minimum Competency Level (Standard) required at Work Location.

Compendium of tools and data gathering (evidence documentation) forms that have been used in field test of the evaluation model. There also are some example of the sort of data that can be produced from the forms. These data can present a strong case for the outcomes and impacts of services that clients receive.
